To ensure the protection and maximization of tax collection and the correct assessment of tariffs and other taxes, the Philippine Customs Service has implemented the Bulk and Break Bulgar Cargo Clearance Program (Bulk and Break Bulgar Cargo Clearance Program). The program uses the method of customs international best practices and global trade standards to carry out inspections of Philippine bulk and zero bulk cargoes and to properly classify and value them.
The Load Port Survey Report (LPSR) and Summary report (SR) are reports of the program and must be submitted to the Philippine authorities before the goods arrive at the Philippine port. The report contains the following:
- Company Name, Exporter & Importer,
- Product Type, Quantity Claimed,
- Value of Goods, Unit FOB Price,
- HS Code,
- MV & Port of Shipment, ETA Date. Etc.
In order to successfully obtain the LPSR / SR report, the following documents and the above information must be submitted:
- Proforma Invoice / Commercial Invoice
- Packing List
- L / C
- B / L
- Port of Destination
