GOST (ГОСТ) is the abbreviation term for GOsudarstvennyy STandart. GOST refers to a set of technical standards maintained by the Euro-Asian Council for Standardization, Metrology and Certification (EACS), a regional standards organization operating under the supervision of the Commonwealth of Independent States (CIS). Standard itself was originally developed by the Soviet Union government, however, after the disintegration of the USSR, standards acquired a new status of the regional standards. Since then, more than 20,000 titles were used extensively in 12 countries, serving to regulate countries in the region.

GOST R simply refers to GOST certificate in Russia, GOST B for Belarus, GOST K for Kazakhstan and so on.

GOST UZ is a technology standard certificate issued in Uzbekistan. Currently, Uzbekistan is one of the CIS countries that has not joined the Eurasian Customs Union, and the TRCU (EAC) certificate is not valid, so that, GOST UZ certificate is treated apart from TRCU and required separately. The certification process is carried out in accordance with the "Постановление Кабинета Минитета Министров (Resolution of the Cabinet of Ministers)" No.318, 06.07.2004, and the list of compulsory certification items on No.122, 28.04.2011 is GOST UZ certified in accordance with "Приказ генерального директора УАСМС Узстандарт (Order of General Director of Uzstandard)" No.83, 04.03.2005.

GOST UZ certificate type

The GOST UZ certificate is divided into GOST UZ CoC (conformity certification) and GOST UZ DoC (Declaration certification), depending on the product details.

• GOST UZ CoC:

GOST UZ CoC is required in regards to "Постановление Кабинета Министров" (Resolution of the Cabinet of Ministers) No.122, 28.04.2011 compulsory conformity certification items lists and certificates are issued by government approved certification bodies.

• GOST UZ DoC:

Some items may be subject to Declaration of Compliance certification even though they are mandatory conformity certification items.

In addition, items imported into Uzbekistan from the countries included in the MoU agreement on mutual recognition of declarations also belong to DoC required list.

GOST UZ certificate validity period

GOST UZ certificates, like GOST R certifications, are divided into one-shipment and serial certification depending on the validity period.

• One-shipment: One-shipment certification is suitable for one-off contracts. This certificate is a one-time certificate issued based on a contract between a registered local corporation, a branch office, an importer, or a dealer and a real exporter (manufacturer) registered in Uzbekistan. Therefore, a contract document between an importer and an exporter is necessary for authentication. One-shipment certificates are valid for the quantity specified in the shipping documents and contracts.

• Serial production: Serial certification is certified for up to three years. The certificate is an item authentication for an unspecified majority, so it is appropriate when continuous export is expected or a contract with many dealers / importers is expected. However, in the case of the corresponding certificate, the QMS (eg, ISO certificate) of the manufacturer is required as it is a certificate issued on the assumption that the item will be supplied / delivered to an unspecified number of people. If a defect is found during the follow-up examination, the certificate is canceled.

Uzbekistan GOST-UZ certification process:

According to the February 25, 2005, the Ukrainian National Standard and Metrology Department "Product Certification Rules" to determine the inspection and certification procedures include:

(1) submit application (2) analysis of the submitted documents; (3) accept the application for the decision; (4) determine the application of the certification; (5) extract samples; (6) test samples; (7) check the status of production of goods; (8) quality evaluation; (9) issued inspection certificate; (10) certificate registration.
