The Ukrainian certification system was carried out by the Ukrainian National Technical Regulation and the Consumer Policy Committee (Derzhspozhyvstandard) and the Ukrainian Federal Customs. The certificate is issued by an authorized authority authorized by Derzhspozhyvstandard.

       In 1993 the Ukrainian government introduced the Ukrainian UkrSEPRO national compulsory certification system, the Ukrainian national certification system is in the Ukrainian law by the specialized "on the conformity assessment" of the legal control to ensure that the national law requires the product must meet the safety requirements.

       At the time of the Ukrainian customs clearance and in the domestic sales of Ukraine, both the original and the approved copy of the certificate are required.

      Since 2011, some products in addition to the need for UkrSEPRO certificate, but also need Declaration of Conformity Declaration of Conformity statement.

Expiration date of UkrSEPRO

UkrSEPRO certificates are split into 4 types by their expiration date.

• One-shipment (single deliver): Shipping documents and contracts are required for this certification, and it is forbidden to use for other contracts. In case of partial shipment, period of shipment / transportation should be specified on the contract to use one certificate.

• 1 year certificate: Sample tests are required.

• 2 years certificate: Sample tests and factory audit are required. If ISO Certificate is submitted, an exemption of factory audit may be considered, and it could be helpful during document review.

• 5 years certificate: Sample tests and factory audit are required. In case of 5 years certificate, ISO Certificate and QMS of the manufacturer are examined during the early phase of certification. After issuance, site inspection is required once a year during effective period.  

GOST-U certification applicable to the product range

• Popular consumer products such as food, textiles, cosmetics and toys.

• Mechanical and electrical products

• Industrial equipment for food, chemicals, oil and gas, and construction

• telecommunications products

• Transportation

• Compared to other industrial products GOST-R, the scope of certification in Ukraine is broader and the duration of the certification has changed. For example: Ukrainian certification includes telecommunications products, but in the Russian telecommunications products are telecommunications type approval, does not belong to the scope of GOST-R certification; Ukraine certification a maximum period of five years, while the Russian certification for up to 3 years.

The procedure for applying for GOST-U certification

1. Submit a list of documents (Russian, English, Ukrainian) submitted to the certification authority (CA) for certification applications and submissions;

2. Analysis of Ukrainian certification body certification application information;

3. Ukrainian certification body selection of certification model (plan);

4. Ukrainian certified product data assessment, production survey and / or production certification / certification (assessment) quality management system;

5. Ukrainian certified product samples tested;

6. Analyze the results and determine the likelihood of issuing a certificate of competency;

7. issue a certificate of competency;

8. Certified product technical supervision;

9. Inform the results of certified product certifications;

10. Mutual recognition of a certificate of competency issued by a foreign institution.
